EU data policy: Ambitious new data regulations, their problems and limits
Abstract
In recent years the EU has developed an increasingly regulatory data policy for more data access and data sharing to support innovation, competition, and scientific research (Digital Markets Act, Data Governance Act, Data Act, Proposal for European Health Data Space etc.). An economic analysis of these policies leads to a very mixed picture, with important benefits but also serious problems, inconsistencies, and limits.
