Abstract

Environmental policies strive to strike a balance between the benefits they offer to society and the monetary costs associated with their implementation. This equilibrium necessitates evaluating trade-offs using a common unit, typically expressed in monetary terms. We will explore the significant progress made and the persisting challenges in non-market valuation for environmental policies, covering aspects from theoretical frameworks to empirical considerations, and addressing ethical concerns.
